Simple task with Hue Bulbs trying to accomplish

I have the Hue 4 bulb starter kit with the square bridge, dimmer switch, tap and motion sensor. I have a simple task I want to accomplish but seems difficult for this product (unless I’m missing something).
I want lights to come on at sunset only and be turned off manually by dimmer or tap or Google home. This routine works. I want to accomplish a simple task that I can’t seem to figure out. I want the lights to come on only during the day IF the light falls below a light threshold. I don’t want motion and ight.. I want it to come on only for low light only and turn OFF when light is back to normal again. I want this to be done during a certain time slot every day so it will not interfere with the evening routines. 
I can’t seem seem to get this right.
I have set the following:
Room named Living Room
Two lamps with one bulb in each is assigned to living room.
Sunset routine to turn on the lights at sunset.
Under accessory setup for motion sensor
Day time s 8:30 am until 8:30 pm
Night 8:30 pm until 8:30 am
I did this because lights would come back on after we went upstairs at night and cat or dog would trigger motion sensor.
 
All I want to do is have the lights come on during the day between 8:30 am until 4:59pm ONLy when light level falls below threshold (on very cloudy days) and come on at sunset and allow us to turn the off at night and let the routine start all over again.
